Austria Quality Seal

The Austria Quality Seal is a distinctive mark and, thanks to continuous quality monitoring, a guarantee for local quality.

It identifies products and services that fulfill the following criteria:

  • The Austrian value percentage for the costs of finished products (including costs for raw material, semi-finished products, components, skills, etc.) make up at least 50 percent. 
  • Services outside of the operation/organization in Austria generate at least 50 percent of value creation within the country.

Using the Austria Quality Seal obliges all seal bearers to fulfill all quality criteria and to comply with terms of use as stated in the OQA General Terms and Conditions that define the Austria Quality Seal's conditions of obtainment and usage.

The right to use the Austria Quality Seal is contingent on compliance with quality guidelines (for products and services) or with the respective monitoring specifications of the respective sectors (for model operations and at-home nursing).

These quality criteria apply to all important characteristics of a product or service or the efficiency levels of an operational site.

Specific quality guidelines have been developed for different products. Accredited inspection authorities throughout Austria use these as the basis for quality or energy industry testing.

Criteria for Quality Testing
Testing follows OQA General Termes and Conditions based on the following provisions

  • Quality Guidelines
  • Standards
  • Declaration of Goods
  • Statutory Regulations
  • Quality Agreements
  • Safeguard rules in technology, etc.

The Austria Quality Seal is granted for a fixed period. Accredited or state-licensed testing and inspection authorities will continuously monitor compliance with the guidelines.

We will guide customers throughout the entire award procedure: from initial query and application, to auditing, certification and re-testing.

The award procedure has 6 steps.

1. Initial Information
The interested party informs the OQA about the nature and scope of their product or operational site for which the use of the Austria Quality Seal would apply. During an informational interview, it is determined whether the quality of the product or operational site is exceptional. OQA distributes the appropriate information and application forms.

2. Application
The interested party submits an application to the OQA. This entails the obligation to allow the inspection bodies to carry out a full-scale inspection and to make available test samples free of charge.

3. Pre-testing (only for At-Home Nursing)
Pre-testing entails completing a 7-page questionnaire. This ensures that the organization has met the requirements to be able to pass the inspection.

4. Inspection/EvaluationThe applicant organization contacts an approved inspection authority to commission a test. The inspection authority informs the OQA in writing about a successfully concluded inspection. The inspection report is sent to the client.

5. Conferment
OQA informs the awarded organization in writing about their status as a Quality Seal user and their certificate number. The company receives the certificate.

6. Re-testing
Before status expiration, the company is informed of a re-testing date. The company applies for a re-issuing of the certificate with the OQA and commissions an inspection authority with an inspection. A copy of the application form is submitted with the request for inspection.

Request for cancellation of the right to use the seal must be submitted in writing. Cancellation follows only after six-month notice period submitted before 31 December of every year. The end of the right to use the seal does not automatically mean cancellation. This must be specially applied for because the fees for use would otherwise still continue.

The cost for using the Austria Quality Seal (products and services) or the International Quality Seal comprises of

  • Costs for the inspection 
  • Association fees 
  • Costs for promotional material

Costs for Inspection
The applicant bears all costs related to carrying out the inspection:

  • Testing the product, service or operational site
  • Check test 
  • Procurement and storage of the test material 
  • Processing the test report

Payment for the inspection is due directly with the inspection authority.

The fees for using the Austria Quality Seal for services (Austria Model Operation or "Österreichischer Musterbetrieb") follow the above pricing schedule. In the case of simultaneous use of the Quality Seal for product quality and for model operations, the fees for use for model operations are reduced by 50%.

Fees will be added to 20% VAT.

The possible uses for the Austria Quality Seal are found in the OQA regulations that state the conditions governing the obtainment and usage of the Quality Seal. (Available upon request.)

National Quality Labels

Austrian Model Company ("Österreichischer Musterbetrieb")

The Austria Quality Seal for Austrian Model Companies is awarded to operational sites of every kind: medical practices, restaurants, retail or skilled trade as well as organizations that offer at-home nursing care can be entitled to use the seal of the quality community.

Aside from other models of continuous improvement of corporate quality (such as ISO certification and business excellence models), this seal demonstrates that operations deliver extraordinary performance.

The focus regarding the requirements of quality guidelines is: organisational structure, human resources, quality assurance and eco-friendlyness of the company. Through presentation of the OQA certificate at the Federal and State Guild, you can make a claim for financial assistance (for a limited period of time).
