Air Traffic Management: EC 550/2004 (Provision of Air Navigation Services in the Single European Sky)

Motivation and benefits

When issuing the Commission Regulation 550/2004, the European Union prescribed requirements for the provision of air navigation services in the single European sky (service provision regulation).

Article 3 of this regulation allows the National Supervisory Authorities (NSA) to delegate full or parts of inspections and surveys referred to tasks defined in article 2 of this regulation to qualified entity.

These inspections and surveys are based on article 6 (Common Requirements). The requirements are put into force with the Commission Regulations EU 2017/373 and EU 2019/317 which define the common requirements for the provision of air navigation services.

Additionally, air navigation service providers who have inspections and surveys performed directly by the NSA may use the competence of recognised organisations within their internal audit system to show compliance with the common requirements.

Objectives
  • ensuring safe and efficient provision of air navigation services
  • providing the basis for the certification of air navigation service providers as delegated by through the National Supervisory Authority
  • allowing the compliance with article 6 of EC 550/2004 for NSAs
Target group
  • all National Supervisory Authorities of the EU member states
  • aviation authorities of non EU member states, who are willing to use SES CR in national legislation
  • air navigation service providers, where inspections and surveys are performed by the NSA itself
Criteria

Based on the guidance material developed by Eurocontrol in the SESIS programme, audit rules and checklists have been developed to provide a documented evidence of compliance to the full set of requirements laid down in EU 2017/373.

As scope of requirements has been extended from finance to safety and security and service quality, a team of competent auditors is required. All auditors accredited
for SES CR have ANS and completed the auditor competence programme, which is surveyed by the Austrian Federal Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology.

The comprehensive experience of Quality Austria in the field of ISO 9001 certification (quality management), EN 9100 (aviation), ISO 14001 (environmental management – emergency preparedness and response), OHSAS 18001, ISO 20000 (IT-Service) and ISO 27001 (IT-Security) ensures optimum use of synergies from the certification of these management systems, which can be integrated into the SES inspection survey.

Accreditation

Acc. to the Austrian Federal Law Gazette, 182nd Regulation, which was published on 4th May 2006, Quality Austria - Trainings, Zertifizierungs und Begutachtungs GmbH is accredited for certifying organizations and by issuing BMK GZ 53.803/0005-II/L1/2006 on 12th September 2006, the Austrian Federal Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology granted recognition to Quality Austria acc. to EU550/2004 Annex 1.
