GRL09: Austria Quality Seal Manpower Providers

Accreditation

ÖQA Zertifizierungs-GmbH is accredited by the Federal Ministry for Digital and Economic Affairs (BMDW) as a Certification Body for Products acc. to ISO/IEC 17065 (Exception: GRL 06 Doctor´s Offices).

An application for the extension of scope of accreditation to GRL 10 At-Home Nursing Care and GRL 11 House Caretakers has been submitted. For certification and issuance of the Austria Quality Seal, the respective Quality Guideline and the General Terms and Conditions apply.

Overview

In the last 20 years, the picture of the personnel leasing industry has changed. Originally leased workers were used to cover production peaks. Today leased work is a well-established type of work - not only for wage-earners but also for salaried employees and doctors. In the last ten years, the number of leasing agencies has meanwhile increased to 1800 while the number of temporary workers has quadrupled. A further growth is expected for this industry. It is true there is a separate collective agreement, which does offer legal certainty. Nevertheless, there are not only satisfied people. There also is criticism.

By granting the "Austria Quality Seal for Personnel Leasing Agencies", quality assurance going beyond the legal obligations is documented by an independent neutral body. For 65 years, OQA's Austria Quality Seals have been a guarantor of certified and demonstrated quality of products and services. OQA is the only body to be entitled to grant and monitor the Austria Quality Seals.

Objectives

The Austria Quality Seal „Manpower Providers” demonstrates that a Leasing Agency is a fair and reliable partner to employees and employers. The Austria Quality Seal aims at providing a basis for decision-making to applicants and employees alike, since it signals that all regulations are correctly fulfilled.

Target group

With the Austria Quality Seal „Manpower Providers” OQA addresses all employee hiring organizations according to the Personnel Leasing Act.

Requirements

Compliance with legal requirements and employment of qualified and trained personnel with clearly assigned responsibilities are prerequisites.

In addition, compliance with the Quality Guideline requirements must be ensured during validity of the certificate.

Basis is the Quality Guideline GRL 09 „Manpower Providers”

Quality criteria include legal and strategic issues. Further emphasis is laid on the topics corporate philosophy and organizational structure – all requirements of the Quality Guideline must be met!
